The video is designed for Training Agents to show as part of either the facilitator-led or the web-based training. The video includes an overview of issues related to workplace harassment including what it is, who may be a target or a perpetrator, and what to do if an apprentice or other employees experience or witness harassment in the workplace.
A State Requirement
Following the Approval of WAC296-05-407 & adoption of the updated Washington State Apprenticeship and Training Council’s Compliance Policy (2015-01) effective July 16, 2022 all Washington State Registered Apprenticeship programs will be required to provide anti-harassment training.
All individuals connected with the administration of Washington State Registered Apprenticeship programs to include apprentices and journey level workers who work with apprentices are required to participate in, and complete anti-harassment training annually.
About the Training
Anti-harassment training may be completed in-person or through interactive online
formats.
Anti-harassment training must contain the following elements at a minimum:
- Harassing behaviors will not be tolerated.
- The definition of harassment.
- The types of behaviors that constitute harassment.
- Individuals have the right to file harassment complaints, and how to do so.

Resources to Provide Harassment and Discrimination Training
While sponsors may choose to develop their own training that meets the requirements of the EEO regulations, below is a list of free resources that sponsors may customize and use to provide anti-harassment training. Resources include:
- The Guide to Using the Anti-Harassment Training Program provides instructions on using these materials.
- In-person, facilitator-led training: Sponsors may use the presentation – Unlawful Harassment in Apprenticeship Programs – to deliver the training in person and engage trainees in discussion.
- Online self-directed training: Sponsors can share the video – Introduction to Unlawful Harassment in Apprenticeship Programs – to trainees, and then ask them to take the Check Your Knowledge quiz.
Trainings should also include review of the Complaints Information page on the apprenticeship.gov site.
